A much needed turn signal at Hilltop and Main Street. Also tourists must get a very bad opinion of Billings by all of the refuse which collects along the Interstate through town. Other states do such a fine job keeping roadways clean.
Open the Rims (a public park) during the 4th of july. You could make it into a community event and enforce the fireworks policy rather than spending money on errecting barricades like Obama.
Creating a connection from West Wicks (by Skyview) to Zimmerman Trail and/or the road to Molt would be beneficial to the traffic flow and help the growth of the West end. Connecting Mary Street to Lockwood seems like a waste of money.
Instead of filling the boulevards with concrete (such as main street, but elsewhere also) fill them with low maintenance vegetation. Reed grass, miniature trees or shrubs. They should not grow too large or be spaced to close that they impede vision. They could help deter jay walking and beautify the streetscape. If the ground level inside them were lower than the street pavement they could collect water, reducing maintenance and storm water runoff. An overflow could still be used to prevent flooding. Also planting low maintenance trees at the on/off ramps would create a more beautiful entrance to the city.
Build a parking garage at the airport. I will gladly pay more to park in it.
The Billings City Council Chambers are terrible. The space is cramped and uncomfortable. City officials have offices from the past century. Billings needs a new City Hall and Police Department Office. The Council Chamber should invite participation not discourage it. The City Court also needs a new and separate space.
Billing should use and develop the area around Yellowstone River more. Parks, trails, and a folf course would be great additions.

The irrigation ditches that cross the City would be perfect places for more bike trail. Our trails are one of the things that I love most about Billings. We are developing a trail system that is second to none in Montana. This is great for quality of like and helps us in requiting new employees to our Billings office. Our trails makes Billings unique.
