Any chance we could relocate the MT Women's Prison so it's not right next door to the Chamber Visitor Center, and on the main entrance to Downtown Billings from the interstate?
32nd Street between Rimrock and King is such a pretty drive and the new road is great! But, traffic sure gets backed up. A light at 32nd/Poly would create efficiency.
Airport: building on the other comments, I think the airport could use an interior overhaul too. It's a visitor's 1st impression - as well as their final! Local vendors at both baggage and the gates (coffee, restaurant, Made in Montana). A welcoming theme throughout, that speaks to Montana's Trailhead, would leave a favorable impression.

The refineries are a major economic factor for our area that we are all proud of, BUT there must be some way to get them to blend in with the natural surroundings. Can we help the companies paint the giant storage tanks tan ... or some other earth tone? They are the first thing people see when arriving from the east and the airport, and they also are an eyesore from Swords Park trails.
Create a small business incubator or mentorship program.
Create a co-mentorship program, connecting professionals on different ends of the age spectrum to share with each other and learn from one another.
The Chamber should offer a series on one of the strategic initiatives each month to help inform the membership.
Provide a series of 3-4 educational, monthly seminars based on one theme: technology, small business, education, etc.
Start a Women in Business monthly program/networking group.
